Richard McKinney

Richard McKinney brings experience in incorporating budgets and strategic plans with academic units.
He retired from the University of Kansas (KU) as associate vice provost for finance. During his time there, he worked with deans, vice provosts, and their budget officers to implement fiscal strategies for the university.
Richard’s service at KU began in 1982 with the office of institutional research and planning; he then held the position of Budget Director position from 1991 to 1997; assistant vice chancellor for information technology from 1997 to 2002; and returned as Budget Director from 2002 to 2015. He’s also held the title of associate vice provost from 2007 through 2023. Supervisory experience for various offices including the Budget Office; Comptroller’s Office; Procurement Services, KU Card Center, administrative computing, networking and telecommunications services, and printing services.
Highlights of his past work include:
Budget and Financial Analysis; Consideration of metrics-based Allocation Models other than Incremental; Tuition Revenue Projections; Modeling of Multi-Year Cash Flows, including all sources of funding.
Participating in the design and implementation of university administrative systems, including the budget system, human resources/payroll system, and financial system.
Participating in KU’s Changing for Excellence administrative efficiency effort that comprised 11 initiatives that generated $51 million in cost savings, new revenue, and cost avoidance, and served on the steering committee and led the effort for the budgeting process.
